It has happened in the US and the rioters weren't shot down. Protected class. You are correct, but you miss the point, the US Occupy rioters agreed with and supported the progressive Obama controlled US Government.
If they opposed the Obama government and demanded regime change they would be shot (the Ukrainian rioters oppose their government and demand regime change).
