Most every state and the federal government are salivating over the smell of fresh windfall of taxes from marijuana sales. After all, they need something to replace the deteriorating tax and lawsuit settlement income from tobacco.

What you won't hear in the news: Several states (e.g. California) have already borrowed heavily against unpaid future tobacco settlement income that will never be remunerated by the tobacco companies.

The tobacco settlement money is only paid when the tobacco companies earn a minimum revenue. As tobacco sales continue to decline, the future leveraged payments will not occur.
