I’ve said before that they have something on the GOP-E that makes them toe the line. The more I think about it, though, I believe the GOP-E is doing exactly what they believe in.

McConnell and Boehner are keeping their mouths shut because they don't want to rock the cradle. After all, they hope for the GOPe to someday get a chance to grab the reins of power, and don't want a diminished Washington DC, because they can do a powerful centralized government better.
