Peter is not describing Noah's flood as he already wrote about Noah in II Peter 2:5.
You and I are in agreement insomuch as the earth, according to your reference in Genesis, was covered with water. It was not flooded at that point, as it was in Noah’s flood.
The key word here is “flood”, which is an outpouring of water onto otherwise dry land. In Genesis 1 the Lord created earth and it appears that in the process God designed a world covered in water. Later we read that the Lord separated the waters and formed dry land:
“And God said, “Let the waters under the heavens be gathered together into one place, and let the dry land appear.” And it was so.” Genesis 1:9 ESV
