No. “Stay in Tripoli” was apparently the order. A “Stand down” order is more than just “don’t go to help”, but rather a “don’t interfere, and cease all active operations.” In this case, either order means that no assistance is given. See it for what it is in context: a technicality, which still means an attempt to assist was refused.
They are trying to confuse the before with during the attack. Clearly before the attack they were refused support may times.
During the attack there was no "Stand Down" order as there did not need to be. The only person who could issue an action order during the attack was Obama and he declined to do so.
No approval equals "stand down" that's how command works and no amount of spin will change that.
Obama can claim he did not issue a stand down order but the real questions is, What did you do then?
And to that we still don't have an answer.
