Good point.

Interesting, though. They were able to keep up in the arms race (conventional and nuke).

Probably at the cost to the civilians.

Definitively at a large cost. Everything was basically through the military. If you got something at the consumer level besides food it was from usually from the same factories that made military stuff, but at a lesser quality.
