I know. As I recall all of the technology experts, foreign policy experts etc. were saying they were 20 years behind. They couldn't get an ICBM guidance system to work and who knows how long it would have taken them to build workable MIRVs? Now they are fielding subs which carry 12 tubes of ICBMs with MIRVs.
