Does somebody driving an 03 car need to worry about this? At what year did cars become trackable, if they did?

Cars are not yet trackable as far as mileage is concerned. They can track where you have been if you pass an officer with a computer in his car, if your state has computer chips embedded in the registration tab, but the daily mileage, no.

They wanted to make insurers require a device that would track your mileage and some insurers seem to be offering a plan that would lower your insurance if you can prove you drive less than 10,000 miles per year, which would require such a device. You don’t need it for an occasional use policy though. You can get a policy that you only pay for when you use your vehicle. You just have to call and leave a message that you are going to be using a particular vehicle for a few days.
