Do a web search for mephedrone or MDPV and Alpha-PVP. Those are the active ingredients in many varieties, and it is some nasty stuff.
That doesn't stop the druggies from using it, and a few have tried to (sometimes successfully) to eat parts (usually facial) of other humans in their vicinity. Those who overdo it commonly strip because they get overheated.

If you need to use a fire arm, you shoot to kill. If you are in a situation that calls for a wounding shot, the firearm should not be out of the holster.
Nobody is good enough to intentionally go for a wounding shot, wounding shots are an accident or poor training.

Sounds liked PCP from the 80’s. In basic training we were shown pictures of people who have bitten off body parts due to PCP use.

You should probably look up some information on use of force and force continuum training.
Guns are a lethal force and are not to be used for less than lethal force reasons. There is no such thing as “shoot to wound or injure” for a variety of tactical and legal reasons.
Also don’t base your understanding of guns on tv or movies.

We had a related event in alabama where a naked unarmed college student on LSD charged towards a police officer and was shot and killed.
No doubt the druggie caused their own death. However you don’t have to shoot an unarmed druggie 3 times just to stop them. Yes if you shoot someone anywhere it may kill them. But where you shoot them and how many times you shoot does affect the probabilities of them being killed
