No, but only if Ft. Collins is west of the Rocky Mountains, which it is not.

Ya see the first two sentences of this article Mr.Tucker? Read the article.

If the sun was just *beginning* to rise and Sheriff Smith was already standing outside Fort Collins High School, the sun would be rising *over* the plains of eastern Colorado, not the Rocky Mountains.

This is not complex.
