Curious..is the runoff between the top 2 vote getters if nobody has a majority in the primary?

I think that is correct, but not 100% sure.

Yes. Ted Cruz placed second to David Dewhurst, the lt. governor, winning 34% of the vote compared to Dewhurst’s 45%.

The runoff was no contest as Cruz got 55% to Dewhurst’s 45%.

so Cornyn is trying to get his 50% in primary so he has no runoff danger.
