Migrants would be forced to pay a £2,000 bond to enter Britain to cover the cost of them claiming benefits and using services, Nick Clegg's favourite think tank said today.
The National Insurance Advance would be paid by anyone from outside the EU and would only be refunded once they have paid enough tax or left the country without becoming a drain on the welfare state.
Alasdair Murray, the reports author, said: Politicians are engaged in an arms race around immigration policy which appears to have more to do with looking tough than genuinely addressing people's concerns with practical policy.
It is possible to restore confidence in the immigration system by making it more transparent, ending the perception that migrants can access the benefits system without first contributing and developing a target that reflects the real social and economic needs of the country.

It sounds good at first, but maybe it would have the perverse effect of motivating the bonded immigrants to drain at least 2000 pounds worth of services from the economy.
Sounds like the European equivalent of coyotes will be going into immigration loans.
Sounds like tax-paying UK citizens are going to be screwed over again.
A nice dream. But...
First you would have to secure the borders to prevent just anyone walking in. This has not happened. Nor have any current laws been enforced once an interloper is detained.
Second, health care facilities would have to stop giving care to the illegals...unless they possess a card that shows they have payed their way upon entry. Illegals would never submit to simply registering their presence, let alone pay a $2000 fee to get said card.
I'd like to see how the UK will implement and enforce this. It may help that they are on an island.

sounds good until you realize that a great many governments would be happy to take our foreign aid and pay it back to us to take their excess population.
Close-knit groups like the gypsies won’t even be holding family members hostage.. A gypsy baron in Romania will sponsor a family with six children to go to Britain. 16 thousand pounds to get in, how much in benefits will they get in a year? how much can they scam or steal from people who are not familiar with gypsies and legally prohibited by PC from many actions against them, such as eviction? Nice income stream for the gypsy baron.
That’s assuming the immigrants arrive legally, and not packed in some shipping container.
And even people who want to work and make an honest living might put up 2000 pounds and still be a net drain on public funds.
$3,700 is NOTHING compared to what they and their children would milk from the system over their lifetimes. It’s a gimmick. Notice how they talk about fixing “perceptions” that migrants milk the system. Nick Clegg is a liberal.
Britain is an ISLAND!! Much harder to access that a nation with some six thousand miles of land border. What should we do? Put a toll booth at the border stations?
When they find out they can just walk into the U.S. and save the $2000, we’ll see many, many more illegals.
