Well, he should talk to Bill Gates. Gates is spending millions developing a vaccine which include sterilization of the black population.

From what I’ve read, Gates is allocating most of his resources toward the right idea for population control. Eliminate childhood diseases, and people will automatically choose to have fewer children.
