I presume these journalists meant to use the word “affect”.
After 50 years of editing (technical) reports, I have finally fallen on a simple rule for differentiating between "effect" and "affect": Never use the word "affect". Because of this simple rule, I have been right far more times than I have been wrong.
Maybe the journalists follow the same rule.
