President Barack Obama will announce on Tuesday he is issuing an executive order to raise the minimum wage to $10.10 an hour for federal contract workers with new contracts, the White House said.
In his State of the Union address, Obama will also call on Congress to pass a bill that would increase the federal minimum wage for all workers to $10.10 an hour from $7.25 and index that to inflation going forward.
The executive order for new contracts or existing contracts in which terms are being changed would take effect at the beginning of next year. Issuing the order allows Obama to bypass Congress in a limited way, with Republicans opposed to a broad increase in the minimum wage.

I suspect few are, but if any are making 7.25 an hour, they were probably just pushed out of an Obamacare subsidy.

So how many federal contractors actually make $7.25/hr? This sounds like a PR stunt with no real affect.
This is a very pedestrian example of how words are used to manipulate and form thought patterns.
Think of the biblical example of a man needing workers and going into the market at 6AM, getting laborers to willingly work for a penny
After some time, he saw he needed more workers, ... hired 'em for a penny
LATER in the day, he needed more help ... hired them for a penny.
After the days' work, everyone lined up to get paid ... the last ones hired in the front of the line
They got their penny and the guys in the back, who'd worked all day figured in their own reasoning, that they'd get paid more because they had worked longer hours.
When it was their turn, they grumbled and complained because all they got was the penny

People will see "minimum wage increased", when all it is is a published pay scale ... nothing more

Even if there were a lot of people affected, he wouldn’t care about the cost. It’s not his money.
I’ve worked for military contractors for decades. I don’t think any of them had minimum wage employees. (Maybe in maintenance, but they all outsourced that to minority owed firms because of contractual requirements.) However, it will raise the wage of all union workers because they have a clause that keeps them x% above the minimum wage.

I just looked up the SCA determinations for DC.
Waiters, most laundry workers would be impacted in DC.
However, looking this up for lower cost area (I selected Houston County, Georgia -- Robins AFB), then you have a more extensive list: janitors/maids, nursing assistant, all laundry people (including seamstresses), childcare attendants, cashiers, carnival workers, school crossing guards, etc.
So if you are an airman at Robins AFB, you can expect your prices to increase when you take a uniform to be laundered. You can expect the cost of hotels to go up because hotels that have contracts with Robins AFB lodging will have to give their people a raise. You can expect Tricare costs to rise, because medical places that contract with the government will have to give their folks a raise, and so on.
No, it won't impact most of us, but it will impact the lower-end contracts a whole bunch.
I can’t think of any federal contractors that earn less than $20 per hour and can think of many in the $40 - $75 hour range
