Frank Matthews, “Black Caesar”, controlled the east coast heroin trade for awhile. State Dept. papers said he had nine C IA employees on his overseas payroll—which was likely the reason he could not get arrested. (Like any small time crook, the big time crooks also payoff or become of service in order to be left alone.)
After he was finally arrested, a federal judge strangely lowered his bail and he split,never to be seen again.
He was followed by Frank Lucas, also from North Carolina.
(Matthews was from Durham, and liked to use ‘hometown’ boys in his organization.)
One imagines that millions in illegal drug money flowed through NC and Durham; which is one reason that state and town’s politics are so screwed up, imho.

The DEA is used to find out which of the little guys is not paying their cut or is trying to muscle in on the big boys turf.
This stuff has been going on since the British Opium Wars. Research the relationship between The Crown and the Sassoon family.

We’d all be better off if we’d wise up and accept that neither party is on “OUR” side. This has been going on since the beginning. George Washington sent the militia to quell the Whiskey Rebellion. When he died he was the largest whiskey maker in the country.
Google, Mena Arkansas, Bill Clinton, Barry Seal. You’ll get a couple of hits that should have the whole story, but basically Barry Seal, a former Special Forces soldier, who claimed to have been a CIA operative, flew lots of planes into Mena Arkansas and deposited millions of dollars through Arkansas banks. This was during the time of Iran Contra and while Bill Clinton was governor of Arkansas.
Conspiracy theory has it that because Clinton was in on a drug/money laundering scheme run by Reagan/Bush, therefore Republicans weren’t allowed to fully expose Clinton or else he could blow the lid off of Reagan/Bush activities.
The “war on drugs” has been a criminal enterprise since its inception.
One problem is that covert operators who are bending the rules don’t like oversight, and if you can fund your own operation without submitting a budget, then you get a lot fewer questions as to what you are doing. So, anyone who is going to try and get around some red tape to do something “good”, might be tempted to use drugs as an easy way to fund it.
So the CIA are the Dons and the DEA are the enforcers.
Careful ‘scube, or yer gonna get flamed by all of the little Bush Sr./Bill Clinton toadies for even bringing up that little, ahem, ‘business’ those two future American Presidents, (and also involving heavily Oliver North as you probably know), teamed up to run out of the airport in Mena Arkansas in the early/mid 1980’s.

Under President Reagan, Attorney General William French Smith, went before CONGRESS and pleaded for and RECEIVED a SPECIFIC EXEMPTION allowing the CIA to Import hundreds of thousands of pounds of COCAINE into the US during the 80’s.
Before that, the Kerry Commission (Senator Bob Kerry) investigated claims like this and produced the evidence in CONGRESS detailing the long history of our own Government being involved in the Drug Trade, but they chose to let everybody off the hook.
