Congress is acting. It is just not doing what he wants it to do.
Someone should call him on this distinction. He keeps painting Congress as resistant so that he can justify going around it to the low-information voter.

Like when America was accused of having a temper tantrum in 1994 because they didn’t vote Dem. They will twist the language endlessly to muddy up people’s brains.
The House bills are all sitting on Harry Reid’s desk. I wish this would be publicized more.
