I have heard one theory I find very attractive for Boehner.
They will pass it after the election in a lame duck session right before Christmas.

I saw Rand Paul on a Sunday show this morning, he said the Republicans (like him) agree with Dems on half the immigration issues and that they should work together to pass those.
1) He’s obviously planning a 2016 run.
2) He copped out and didn’t say which half they agree on.
