I wonder what the cutoff is?

La Crosse has 50k residents, but pulls from surrounding rural/unincorporated areas of at least that many. We have low (under 5%) unemployment and a stable welfare group of around 8%. The major mall seems to be always full, at least the parking lot is.

Both TJs and Costco would do well there, IMO.
