If a sperm donor can be found liabilities of a father, then he should also have the rights of a father.
So his next step should be to day that he wants, at a minimum, visitation rights. And that if he finds his child is not receiving adequate care, then, as the father, he may later want more, if not full, custody.
Let's see how the Moms - and the courts - handle THAT one!

I think it is a great idea for people to be held responsible for where they plant their seed. Maybe, just maybe, people will take more responsibility for the things they do.
