I understand your point. Sometimes, though, it is a good thing to attempt to bring people up out of their squalor than to continue to treat them like that is where they belong. It only works sometimes, but it does work.
I think the reason most people commit crimes is because of arrogance; the laws and rules do not apply to them. Much of society today makes excuses for wrong doing and people get away with committing crimes and breaking rules. When they start experiencing consequences for their actions, they generally change their behavior. Sometimes.
You are missing Arpaio’s objective of reminding the prison population that they are subject to the laws of the United States, which is also that much more provocative to the illegal aliens who would trash the United States and American prisoners who are patriotic and remain loyal to the United States.
