I don’t believe that 38 per cent of white men are arrested by 23. I think they fudged that number so it doesn’t look as bad for non whites.

I believe they calculate non blacks as anyone else. Everyone else in the US are whites except the bothers.

That 38% is very hard to believe. Either I know some extraordinary noble people or they're using obummer math.

They're counting a lot of misdemeanor arrests: just about all the young men I knew in grad school from Virginia had arrests for "public drunkenness"-- basically, the cops waited until the bars closed and then arrested the first guys who walked out.
