Brushing aside pressure from Canada, Secretary of State John Kerry said Friday that the United States will not be pushed into making a decision on the long-delayed Keystone XL pipeline.
At a joint appearance with Canadas foreign affairs minister, John Baird, Kerry said he has not received a crucial environmental report on the $7 billion pipeline, which would carry oil from western Canada to refineries in Texas.
My hope is that before long, that analysis will be available, and then my work begins, Kerry said, referring to a recommendation he is expected to make on whether the pipeline is in the U.S. national interest. The State Department has jurisdiction over the pipeline because it crosses an international border.
Kerry, who has rarely spoken about the pipeline since taking office a year ago, said a lot of questions were raised about the project in a lengthy public comment period the State Department conducted. Those comments have necessitated appropriate answers, he said.
I can promise our friends in Canada that all the appropriate effort is being put into trying to get this done effectively and rapidly, Kerry added.

They want to think about it until the Canadians get totally disgusted with us and decide to sell all their oil to Asia.
So now the oil will go to china. Well, they have the dineros to pay for it and they have the factories and growing economy to use it. Two things , thanks in major part to our current regime’s policies, we lack. So it’s totally consistent. Sell USA down the river. Alas. Pray for America.

Canada has already approved construction of a pipeline from Alberta to the Pacific.
“I will get right on it, as soon as I finish peace in the Middle East”, said Lurch. (sarc)
The National Energy Board approved the project, subject to 209 conditions, and said that Canada would be better off with the pipeline than without it, according to a report released today in Calgary. Enbridge must now seek approval from the federal government, which has 180 days to review the project.

Kerry is a complete toadie for this administration that rolls over for the radical greenies, which is considered to be a core group of voters for democrats.
The pipeline impact has been studied for five years. EVERY analysis has reported that there would be no adverse environmental effects. ....The pipeline would provide for thousands of jobs and aid US weaning from Mid-East oil.

Kerry, Obama, et al are quite familiar with NAFTA, they support it (Kerry even voted for it)...NAFTA forces Canada to ship 2/3 of its oil and gas to the US. Even if Canada goes elsewhere with a pipeline...they still have to sell to the US
Also, a pipeline from the tar sands in Alberta to Pacific ports means they have to cross Rockies....that would cost more to do than a pipeline through the flat Prairie Provinces and US Great Plains to US ports. A pipeline thru the Rockies means they have to set up stations along the way to pump oil and gas over mountains and passes.
Canada is really getting skrewed here. If I was Canada I would abrogate (leave) NAFTA....or threaten to do so. That would get Keystone built
And just how long has Canada been waiting for a decision??
My mistake. I had thought the NEB approval allowed Enbridge to commence construction.

Article 605 of NAFTA has been interpreted by some to mean that Canada is required to sell a certain percentage of its energy output to the United States, even in the face of a severe domestic shortage. Moreover, they argue that NAFTA prevents this percentage from falling over time.
Neither of these statements is true. Canadian producers are free to sell as much oil as they wish to whomever they wish, including, for example, overseas customers. As a result, the share of total output exported to the United States can rise or fall according to the normal forces of supply and demand.
The only condition that NAFTA imposes on Canadian energy products is that all buyers in North America must have equal rights to buy those products.

It has been OVER FIVE YEARS since backers of the Keystone XL pipeline first submitted an application to the U.S. State Department on September 19, 2008, to build this energy infrastructure project and bring jobs and greater energy security to America. Congress has demanded action — how much longer will President Obama make us wait?
