It sounds like the Christie Administration was saying there was relief funds available for a certain development, but the mayor of Hoboken prefers the method where you give the Democrat the money first, and then they decide what to do with it.

In other words, it was a tug of war between the Democrats and Republicans over who was going to get the credit/patronage/payola for the development.

As it was for much, much more waste, graft and corruption that followed Sandy, too.

The Sandy Recovery Improvement Act of 2013 (H.R. 219) included $150 million for fisheries in Alaska and $2 million to fix a Smithsonian roof. The vote on the bill was 403 to 0 so NO members of Congress actually had the stones to stand up and vote against it. (Think of all the poor, wet children!)
