Obama to speak on the NSA surveillance scandal from the Justice Department around 11 a.m. EST today.
The President delivers remarks at the Department of Justice presenting the outcomes of the Administration's review of U.S. signals intelligence programs. He is expected to focus on steps that increase oversight and transparency while leaving the framework of the surveillance programs in place. In addition, according to officials, the President will turn to Congress for guidance regarding the future of NSA data collection.
The Presidents Review Group on Intelligence and Communications Technologies recommended more than 40 suggested changes at the NSA in a wide-ranging report issued this past December. Administration officials say Obama is likely to embrace many of the recommendations.

My take on this is that someone has informed him the NSA has been recording his phone conversations, and they have every email that came from or to the white house.
He’s changing the way the government spies on us.
Summary
Obama Observations (aka straw men):
1) Everyone looking at this problem recognizes we have real enemies and threats. Other governments are probing our security.
2) Those will responsibilities acknowledge the opportunity for abuse. They are our neighbors and they don’t want their movements tracked.
3) Challenges from privacy come from not only government, but evil corporations too.
4) If not for Dr. King (a victim of U.S. spying) Obama would not be President.
Reforms:
1) New directive to strengthen oversight. Holder will review annually.
2) Calls upon Congress to appoint outside advocates.
3) Reforms on govt ability to search and use communications that will be used against Americans.
4) FBI relies on National Security Letters which prevent the subject of the investigation from being notified. They will amend how use letters and provide sunset. Allow vendors to make public more information.
5) Bulk collection of telephone records will end as currently exists and allow for someone other than the government hold data. Only pursue phone calls that are 2 steps from terrorist instead of the currently 3. Instructed AG to develop new methods without government holding. They to report back by March 28, 2014.
6) Willing to work with Congress to change the FISA Courts.
Oversees spying:
1) Obama will pick up the phone and call foreign leaders instead of spying on them.
2) U.S. only uses spying for “legitimate purposes”. Not for race, sex, national origin, commercial purposes. We will behave now.
3) Obama directed DNI and AG to develop programs that protect foreigners information with similar programs as U.S. citizens.
4) We will not monitor heads of state of friends and allies
unless compelling reason.
Obama now changing how government is organized. New contact at State and WH. Asked council to review big data and privacy.
He asked how do we remain true to who we are while the world changes as dizzying speed? More work WILL be needed as everyone realizes that he has done nothing. He was upset that U.S. government isn’t held to same standard as China or Russia.
For more than two centuries our Constitution has weathered change, except for progressives.
