That woman is too stupid to be ashamed of her position, and too stupid to understand why she's dead wrong in her assertions.
Things like the EPA--in communist nations--are considered impediments. They ape our governmental structures whenever convenient, so as to grant themselves the semblance of governmental legitimacy (i.e., we're the government, we're looking out for the people). But it's a sham.
That pretty much applied to the USSR and others; with China, YES, it is so very bad in Peking that the Party really does want to reduce pollution, that is true.
They're reaping their own whirlwind: They were in such a hot hurry to industrialize, they threw all environmental sense to the wind. Only now do they realize their mistake. The Heavy Hand of one party rule can make quick decisions, yes, but often these decisions have unintended consequences. (E.g., rapid industrialization leading to rapid environmental degradation.)
Another example of the joyous benefits of one party rule would be the one child police. Great idea, it will reduce the population. Ooops...uh...no girls, because every family chooses boys. What a collosal BLUNDER the party made, eh?
Top down governance always results in amplification of mistakes because of bad policy's unintended consequences.
