There is always “Capitalism”, the issue is how Capital is distributed.

Communism is really just another form of Capitalism where the State is the sole Capitalist.

Socialism does in fact reduce the state to a single economic unit, where all producers are state employees, and all others serve the state as consumers. That is, if autarky were possible. That would require a world government, which is what both fascism and communism aimed at.
