Would this be considered a first step towards impeachment or recall?

A U.S. Senator (or Congressman) can neither be impeached nor recalled.

The Constitution makes no provision for removal of an elected federal official save death, resignation or electoral defeat. He can be expelled, though, by the body to which he was elected.

I wonder what would happen if a state legislature were to pass a resolution voting no confidence in a sitting senator? I am thinking here of the symbolic effect.
