If this is saying there were not enough lifevests for all, does that mean there were extra passengers ?
I don’t see where it says there were not enough lifevests, but it is possible that a passenger might have exited the aircraft in such a hurry, they didn’t take the vest out of the pocket at the back of the seat in front of them.
All I am still trying to do is identify the survivors from the images we have access to.
