Michelles’ pal got her wad, the company is off the hook for any future work, there will be no clawback of funds paid to them, there will be no performance guarantee. As such, any software writer (and there are a hundred other things like this, like construction) will tell you that the last 20% is pretty tough, and 10% is the real bear.
So they got paid to do 100% of the work and they kinda sorta did 70% of it, badly, and they’re gone.
Not to worry, everybody involved will get a promotion.

I know just enough to know that coming in behind another contractor is a very, very difficult thing to do. It’s most often best to trash the mess and start over rather than try to figure out somebody else’s program/coding. This change will likely not improve the Obamacare inner workings very much unless these guys are miracle workers .... and from comments on another thread, they are not magicians in any way other than making your money disappear.
