This is just to cross a bridge.

"Bridges are built and maintained by the government, and are a finite resource. Therefore, in accordance with Federal sustainability and resource-allocation policies, all citizens wishing to cross any bridge with a main span of 1,000 feet or longer must first submit Form AQ-29-BR-17-MZ (as amended), "Application to Cross a Major Bridge." Forms must be received a minimum of 21 days before your intended crossing or else your application will not be processed. No more than one (1) application may be filed in any 30-day period."

Actually it was “Bridge Dirctional Equality” policy being enforced, which assures equal numbers of blacks cross the bridge as whites. It was discovered that blacks were unable to cross the GWB in the same numbers as whites, so the obvious government solution is to limit crossings to a rate which shows equality.
