Both of your questions are, imo, incomplete.
You leave the word "matter" up in the air leaving the reader to figure out the object of the word "matter"
My wife is Filipina and she speaks pretty good English ... with entertainment.

Broke means going bad or gone bad ... like the ripe banana's I use for banana bread was broke, so now it's gone.

Liza (my wife) can not take a job in the public because, though she uses perfectly good English ... amusingly succinct ... it is noticed by some of my not so amused relatives.
