As in NW NJ, many of those jobs are “Americans need not apply”; I’m shocked at how many Hispanics our rural cmmunities have. The poverty industry employs many along the Hudson River (Newburgh, Poughkeepsie, Albany); the welfare recipients need social workers, school teachers, cops, etc.

“The only jobs that will be left upstate NY will be on the apple farms.” Driving through central NY is depressing Deserted farms, empty houses, falling down fences and silos, it looks like a Zombie Apocalypse but with snow.
