We're misunderstanding Walter's definition of "dumb" in the specific context. He's not talking about IQ, education or even common sense; he's talking about being in touch with the electorate's pulse. In short, knowing to not cross the voters. A true statesman would work to educate the citizenry but to simply ignore their concerns is a recipe for political suicide.
Republicans have learned to fear being on the wrong side of libs; we need to retrain them to fear being on the wrong side of US!
