Police spokesman Larry Herbert said the girl's stepfather fired the shot, but said it was unclear if he had mistaken the teen for a burglar.

Did he call the police to report a burglary and then go outside and shoot her???

Yes, that does arouse suspicions. Reminds me of one of many bad calls, long ago. It’s best to stay in one place, if possible, until police arrive. And prepare to be unarmed when answering the door for the cops.
