They are breaking the law, as Obama can issue guidance, but that guidance it NOT law.
Of course, they are. And they no doubt know it. But their instructions come from the guy who is in charge of enforcing the law.
And, if they don't do as he wishes, they are subject to retaliatory action that they have no way of defending against.
Isn't that tyranny, you ask? Well, yes, it is...
