How can the housing complex be considered responsible? Makes no sense.

Makes every sense. The housing complex has a lot of money and can afford the bill. Justice in civil trials doesn’t rest any longer with obsolete concepts like ‘whether people are guilty or not’.

Because they have legally mandated insurance. The liberal mantra is “somebody is injured. Somebody has to pay!”

That’s why the legislature mandates insurance.
