The 9/11 hijackers, the Boston bombers, and indeed most of those out to kill us at the present time were/are civilians. I certainly hope our military is prepared to shoot them when appropriate.
You do realize that the determination of enemies totally subjective to the CIC'c choice and that all FReepers are on the short list for declaration when the time is ripe.
