Absolutely not true. It would be nice if they (and we) did but fact is that Japan actually has a Muslim population along with a significant amount of mosques.
It is very difficult however for any foreigner to emigrate there. You can visit and spend your money there all you want but if you want to become a citizen - good luck.
Thanks for the correcction. Japan does have one Japanese Imam, and Japanhas an interesting view towards Islam.

This article notes the Japanese policy is not to allow any Muslim immigrants and long term residency permits are exceeding difficult to obtain.
The present Muslim population in Japan may be .001 of one percent of teh population. Japan sees Islam an a strange religion not suited for Japan.
