This type of thing went on under Clinton too, though mostly because he didn’t take foreign policy seriously unti the latter part of his second term, as opposed to what Obama is doing.

The failure to maintain alliances meant that several allies fictionally didn’t exist when we had to go after Al Quaeda, as well as the whole character of the Iraq invasion changing when, denied by the replacement Turkish government, we weren’t able to send large numbers of troops from the north and thus didn’t grind up the nuts in that half of the country before we reached Baghdad.
