require the insurers to provide free coverage?

Looks like that's exactly what they're being asked to do. They are being urged to allow people into the program who pay either nothing or partial payment.

And if they don't, they may not be able to continue on the exchange in 2015.

So all the customers of the uncooperative carriers dropped from the federal exchanges can't keep that insurance either? I somehow have the feeling that exchanges will be begging insurers to play in 2015.
