McConnell is just flat out corrupt. He isn't the loyal opposition, he is just loyal. As far as he is concerned, Obama has a complete pass on everything.
These people are basically in a position of being an aristocracy that never has to worry about anything again. Even if they lose an election, they have the best pension and healthcare in the world. They can always go to work as lobbyists and make even more. They don't want that system to end, so they aren't going to promote anything that is the least bit controversial to the rest of the ruling class.
