You call good guys with guns to stop bad guys with guns - and they stop the bad guys by using guns. Folks need to cut out the middleman and do the stopping themselves - and schools need to allow their personnel to have the tools.
The SWAT team at Columbine waited over 2 hours before entering the school.

I can think of two potential problems with that approach. First, in an enclosed space like a schoolroom, with climate control blowing air around, bear spray could incapacitate more than just the intended target. Just people spraying regular pepper spray in crowded rooms has led to trampling deaths before.
Also, if it was known that we were arming school staff with bear spray, a school shooter would probably just bring a gas mask.
