Some guy from way back when (can’t remember who) said that governments can’t exist without the consent of the governed. If enough people are willing to risk their lives to overthrow a government, it cannot stand. This requires some combination of oppressive government and angry, brave (or foolish!) citizens. The tipping point is probably different for every political entity.

For example, it is highly unlikely that the cowed wimps in NYC will ever rebel against the tyrants who control the city. Makes me think of a line from the movie, The Magnificent Seven - the villain explains his raids on a peaceful village by saying, “If God did not want them sheared, he would not have made them sheep.”

IIRC, John Locke is the author and Jefferson inserted this idea into the Declaration of Independence.

2nd paragraph of the Declaration of Independence:

We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.--That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, --That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness.
