If they ever get the website fixed, people will finally see how much the actual product sucks. That's why they're in no rush to fix it. Well, that and they don't know how to fix it.
Their incompetence is helping cover up their ineptitude. Jujitsu, of a sort.

That 0bamacare even exists is the problem.
You can not fix in implementation what's broken in design.
