Since the Trekboers emerged during the late 17th cent. just a few decades after the initial arrival of the VOC at the Cape: it is clear that the Boers are a distinct people from the folks who would be called the Cape Dutch.

People tend to forget that the the Boers are a distinct people due to the Broederbond propaganda of the 20th cent. which sought to project a monolithic White Afrikaans speaking group for the purposes of gathering votes in order to take control of the macro State of South Africa [ away from the Anglophones ] that the British had established. Lords Alfred Milner promoted the Afrikaner designation because he knew it would destroy the identity of the Boers by lumping them in with the Cape Dutch.
