My answer to the question in the title is: A legal immigrant of course and it does not matter from what country he or she came.

It does not require a lot of intelligence or education to climb into the trunk of a car in Tijuana and get smuggled into the USA. On the other hand, if somebody wants to emigrate to the USA from Asia or Africa they need more smarts in order to get here.

Any Legal Immigrant who wants to learn our language and can assimilate into our culture by making sure their offspring learn our language with a strong work ethic and a decent sense of respect towards women and the weak.

I could care less if they came from Alpha Centari or Mexico or the Middle East or Sub-Saharan Africa.

The last time Samuel ever walked through the door of a church is when he walked out of one just after receiving the sacrament of confirmation. Daniel served as an altar boy and attends Mass every Sunday, every holy day and often on other days as well....

....Daniel is habitually honest. In keeping with his religious faith, he would never knowingly break a law unless it was plainly an unjust law -- such as one that required him to discriminate against somebody because of their race or to pay for an abortion. Daniel -- also because of his fundamental beliefs -- consciously discovered as an adult what he instinctively knew as a child: He was a conservative, who embraced work and family along with his faith. Samuel was not particularly concerned with any of these things.

Note the subtle propaganda here. The political conservative and "unjust law" immigration champion is the Catholic parishioner.

I am a naturalized citizen and when my husband brought me over on September 26, 1966 with him from Germany when he was transferred back to the states and having arrived in Germany in December of 1961 during the Berlin crisis. When we met I could only speak very little English but by the time we came over I was able to speak, read and write, because I practiced by writing letters to my inlaws. Plus we went to many parties and to movies on the post he was stationed at,

There's the picture, and the problem, in a nutshell...

We are unwilling hosts to way too many Samuels and Samuelas.
Not nearly enough Daniels and Danielas.

How many Samuels and Samuelas have signed on to the "Right to healthcare for everybody'" Medicaid?

Being in California, I have been exposed for years now to the Samuels and Salmuelas public service TV spot asserting and demanding their "right to health care for everybody."
I hate that TV spot with a passion, and the people promoting it.

On the other hand, I share the welcome to all the Daniels and Danielas who want to join our culture, and share theirs, from wherever they come.

In this parable, they're both Catholic parishioners. I don't doubt the author wrote it that way for fairness, to factor out any prejudices stemming from differing religions.

Jesus, however, did it entirely t'other way around when He told the tale where the Good Guy was, most unrealistically, the statistically improbable Samaritan.

You know the one I'm talkin' about?

Mexico is our neighbor. So her own people can just stay there and we’ll be neighborly. Now if they want to enter the US legally, then we’ll be next door neighbors.

The one who works, came here (or was born here) legally and pays his/their taxes. I would welcome him/her as a neighbor, all others need not apply.

You’re right! We need to stop all immigration except for those who have served the interest of the US abroad, those Americans marry, and German rocket scientists (technically/security important).
