"Shop stewards" are typically elected to and serve by fellow members in their posts once a union is already established and in place. A "union organizer" by contrast is a hustler trying to establish a union where one does not exist.
By your own measure, if donmeaker's father was a "commie" then Ronald Reagan himself was a "commie" since he was at one time not a mere "shop steward," but the elected HEAD of the Screen Actor's Guild.
