I agree that this is just a barrell of standard reloading supplies. The 'warhead' terminology is probably just due to journalistic ignorance. In their minds 'bullets' are what we call 'cartridges'. That creats a problem when they want to refer to the part of the cartridge we call 'bullets'. 'Warheads' is their best effort at sounding informed.
This journalistic tour de force reminds me of an article I read once about a gorilla being taught sign language having encountered radishes for the first time. Not having a sign for 'radish', the gorilla referred to them as 'cry hurt food'. This is what the 'journalist' has done here.
