It might have been intentional. She was in physical pain, something of a burden to her husband, had accomplished all she wanted. She may not have looked forward to sequel she had promised. She may have decided to take Scarlet’s future with her.

That is a rather uncommon and unfortunate circumstance. Normally, prospective families and students are interviewed, and only families with children around the students' ages are considered (at least, when I went back in the 1970s). The organizations who arrange these exchanges are very aware that people are entrusting them to keep their children safe.
I went with Youth For Understanding. It was a wonderful experience. I would hate to think that some teenager who has his or her heart set on experiencing another culture be told they couldn't, because their parents are too afraid something will happen. "Something" can happen anywhere, you can't live life in a state of terror because of the possibility.
I'm guessing that firearms are deemed "impractical."
Or a serial killer.
I would not wear a fannypack while naked. The rash would be unbearable.
Traveling abroad is great. Go with friends and watch each others' backs. Be careful. 95% of the people are good people. That 5% know how to spot an easy target and prey on it.

There are enough people out there who have embraced evil to be dangerous.
That said, there is one “philosophy” that spits in the face of the danger. It’s called Christianity and no it isn’t maybe 90% of what we see in America’s churches. This is gut courage Christianity. It makes the friends... through evangelism. At great risks sometimes.
True. And we are called to be as wise serpents and as harmless as doves. Christians are to be discerning when it comes to judging the character of others and we are to follow the leading of the Holy Spirit. It’s all of that, available to all who have accepted Christ, that protects us from the foolish mistakes that often have tragic consequences.
Oh nobody says you can’t do it wrong. But to pack yourself with a bunch of worldly cynicism is not Christian either.
